Most kitchens in this area were designed around one ceiling fixture and a light over the sink. That was normal in 1958. It is the single biggest reason a freshly remodeled kitchen can still feel flat, and it’s usually the cheapest problem to fix as long as you fix it before the drywall closes.
Layered kitchen lighting means running four separate lighting layers on independent controls: ambient for overall brightness, task for the surfaces you actually work on, accent for depth, and decorative for the fixtures people notice. Each layer gets its own switch or dimmer so the room can go from full prep brightness to a low evening setting without rewiring anything.
In California there’s a second reason to plan it properly. Under the 2025 Energy Code, every permanently installed fixture in your kitchen has to be JA8-compliant and controlled by a readily accessible dimmer. Layering isn’t just a design preference here; the code already assumes you’re doing it.
The four layers, and what each one is actually for

The layers work because they solve different problems. Ambient light coming straight down from the ceiling puts your own body between the light and the counter you chop vegetables in your shadow. Under-cabinet lighting fixes that geometry. Accent lighting has nothing to do with visibility at all; it stops the room from looking like a lit box after dark.
If you strip a kitchen down to one layer, the failure is predictable. It looks fine at 2pm with the windows doing the work and grim at 8pm in January.
What California’s Title 24 requires in a kitchen
This is where kitchen lighting in Los Altos differs from lighting advice written for anywhere else. The 2025 Building Energy Efficiency Standards took effect for permit applications filed on or after January 1, 2026. If you’re pulling a permit through the City of Los Altos Building Safety Division this year, these apply.
The parts that affect your design:
- Every permanently installed luminaire must be JA8-compliant. That covers ceiling fixtures, track, pendants, and anything mounted to or inside your cabinetry including under-cabinet strips.
- JA8 sets quality floors, not just efficiency. Certified sources must hit a CRI of 90 or better and a color temperature between 2700K and 4000K, dim smoothly, start quickly, and stay below defined flicker limits. That CRI 90 requirement is genuinely good news in a kitchen: it’s the difference between raw chicken looking pink and raw chicken looking gray.
- Kitchens need a readily accessible wall-mounted dimmer. Habitable rooms are treated differently from bathrooms and garages, which use vacancy sensors. A circuit drawing under 20 watts is exempt, as is a circuit already on a vacancy sensor.
- Recessed downlights can’t be screw-based and need an insulation contact, airtight-rated housing. Old-style cans that leak conditioned air into the attic won’t pass.
- Lighting inside drawers or opaque-front cabinets needs a control that switches it off when the drawer or door closes.
- Range hood lighting is exempt from the dimming requirement under the 2025 code.
None of this is difficult to comply with. It becomes expensive when a fixture is bought first and specified second you find out the beautiful Italian pendant isn’t JA8-certified after it’s hanging, and the inspector has an opinion about it. We confirm fixture compliance during the design consultation rather than at rough-in.
Placement numbers that actually matter
Design rules of thumb are worth exactly what they cost, but these three hold up in real kitchens:
Recessed downlights. Space them roughly half your ceiling height apart about 4 feet on center in a standard 8-foot ceiling. More important than spacing is the distance from the wall. Put the center of the can around 24 inches out from upper cabinets so the beam lands on the counter’s working edge. Center it over the counter and you’ll light the cabinet fronts and stand in the shadow.
Island pendants. Hang them 30 to 36 inches above the countertop. Lower and they block sightlines across the island; higher and they stop reading as task light. For a standard island, two or three pendants spaced 24 to 30 inches apart, kept about 6 inches in from each end, looks balanced. Odd numbers usually sit better than even ones.
Under-cabinet lighting. Mount the strip toward the front edge of the cabinet bottom, not against the back wall. This is the detail most installations get wrong. Pushed to the back, the light hits the backsplash and bounces glare straight into your eyes especially with polished quartz or marble, which is most kitchens we build. Toward the front, the light lands on the work surface where it belongs. If you’re specifying a honed finish for your countertops, you have more freedom here; with a polished slab, position matters a lot.
The Eichler problem, and other local ceiling realities
Los Altos, Mountain View, Sunnyvale and Palo Alto have a significant stock of Eichler and Eichler-adjacent mid-century homes: flat or low-slope roofs, exposed post-and-beam ceilings, no attic cavity. Standard recessed lighting advice is useless in these houses. There is nowhere to put a can.
What works instead in a flat-roof mid-century kitchen:
- Surface-mounted or semi-recessed fixtures designed for exposed beams, chosen to sit within the beam rhythm rather than fight it.
- Track or monopoint runs mounted along a beam, which give you aimable ambient and accent light from one power feed.
- Under-cabinet and in-cabinet lighting doing heavier duty, since your ceiling options are limited. In an Eichler kitchen we often push more of the total light budget into the cabinetry layer.
- Cove or valence lighting above upper cabinets, bouncing light off the ceiling plane to lift the whole room.
Elsewhere in the service area the conditions shift again. Post-and-beam vaulted ceilings show up regularly in Los Altos Hills and Portola Valley homes, where a 12-foot ceiling changes both spacing math and fixture scale. Ranch homes from the 1950s and 60s across Los Altos, Mountain View and Sunnyvale usually have flat 8-foot ceilings with attic access easy for recessed work, but the electrical panel is often the constraint rather than the ceiling.
Older Los Altos homes: the panel and the circuits
Adding four lighting layers to a 1958 kitchen means adding circuits. Many homes of that era in Los Altos, Mountain View and Sunnyvale still run 100-amp panels, some less, and the kitchen may be sitting on one or two general circuits with no room left.
Two things follow from that. First, a lighting plan for an older home isn’t really a lighting plan, it’s a load calculation with a lighting plan attached. Second, if a panel upgrade is needed, that’s a permitted item with its own inspection and its own lead time, and it belongs in the written quote from the start, not as a change order in week three. We flag panel capacity during the pre-construction assessment on every full kitchen renovation precisely because it’s the kind of thing that derails a schedule when it’s found late.
While the walls are open, it costs very little to add circuits you might want later: a toe-kick run, a feed for future in-cabinet lighting, a switch leg for a future pendant. It costs a great deal to add them afterward.
Color temperature, and why mixing it looks wrong
Pick one color temperature and hold it across all four layers. A 2700K ceiling with 4000K under-cabinet strips reads as a mistake even to people who couldn’t name what’s bothering them. One layer looks yellow, the other looks blue, and the kitchen looks unfinished.
For most Los Altos kitchens, 2700K to 3000K is the right range. Warmer end for kitchens with wood cabinetry and warm stone; 3000K when the palette runs cooler or the room is heavily white. Above 3500K a residential kitchen starts to feel clinical, and JA8 caps you at 4000K in any case.
Tunable-white systems, which shift temperature through the day, are worth considering in high-spec projects. They add cost and controls complexity, so they make more sense on a luxury build in Atherton, Menlo Park or Los Altos Hills than on a mid-scope refresh.
Dimming: where good lighting plans quietly fail
LED dimming is not the same as incandescent dimming. Mismatch the dimmer to the driver and you get flicker, buzzing, a dead zone at the bottom of the slider, or lights that won’t turn on at low settings. Every kitchen we’ve been called in to fix for “flickering new lights” had a compatibility problem, not a defective fixture.
Two things to insist on:
- The dimmer is on the manufacturer’s compatibility list for those specific fixtures. Reputable dimmer manufacturers publish these, and NEMA SSL 7A compliance is the standard both sides should meet.
- Layers are on separate dimmers, not ganged together. The entire point of layering is being able to run under-cabinet lights at full while the ceiling sits at 20%. Wire them onto one control and you’ve spent the money for nothing.
Five mistakes we see most often
- Buying fixtures before the lighting plan exists. Fixture selection is the last decision, not the first.
- One switch for everything. The layers only work if they’re independently controlled.
- Skipping accent lighting to save money, then adding pendants to compensate. Pendants are decorative. They will not light a countertop across the room.
- Ignoring daylight. A south-facing Los Altos kitchen with a large slider needs a different plan than a north-facing galley. Both need to work after dark, but the daytime balance differs.
- Treating lighting as an electrical decision. It’s a design decision that an electrician executes. If nobody has drawn a reflected ceiling plan, nobody is designing your lighting.
When to plan it
Lighting layout locks in at the design stage, before demolition after the layout is final and before rough-in. Once drywall is up, changes mean opening walls and ceilings again.
If your layout already works and you’re doing a surface-level update like cabinet refacing, under-cabinet lighting is still very achievable and gives you most of the visible benefit for a small fraction of a full rewire. It’s usually the highest-return lighting upgrade available to a homeowner who isn’t opening walls.
